Helma Lamers (chair)

I became a member of the Court of Auditors after the summer of 2018. I have been living in Wageningen since 1999. I have always worked in the housing field, in positions such as policy advisor, researcher and project manager. Both for municipalities and for housing corporations. Most of this work is about translating social challenges into physical tasks. I am qualified in the Social Sciences/Urban Studies. Currently I work for a housing corporation in Apeldoorn. Here, I focus on topics including:

• managing the extramural tasks in neighbourhoods and districts,
• vulnerable households,
• nuisance and liveability.

This is all done in close cooperation with the Municipality, police and care organisations. I find it important to actively contribute to the place where I live. That is why I have always done some sort of volunteering work. Not pompously, just hands on. As a member of the Court of Auditors, I hope to be able to contribute to public governance.

Frank Buijs

After obtaining a PhD in Business Administration (1998), Frank Buijs began his career as a researcher at TNO in Delft. After spending around eight years in various supervisory positions at the (legal predecessor of) ACM, he transferred to FME. As from 2007, he worked at this employers’ organisation for around 12 years, in various management positions within public affairs, marketing and communication for a range of industrial interests. In 2019, Buijs transitioned into the pharmaceutical industry, where he worked at Takeda Pharmaceuticals and Pfizer in various fields on a fixed or interim basis. In addition to his work, Buijs has been active in politics and governance for the CDA since 2014, at a national, provincial and local level. Furthermore, Buijs has written a number of articles and opinion pieces for newspapers and journals. To promote emancipation, he was the co-founder and chair of the CDA Pride network for around five years. He is currently a shadow council member for the CDA in the Municipal Council of Veenendaal.

Tim Vos-Goedhart

Tim Vos-Goedhart is 40 years old and is a lawyer. He works as a senior project leader for the Open State Foundation. Here, he conducts research using open data and advises government bodies on the implementation of the Open Government Act (Wet open overheid). Although he currently still lives in Utrecht, he will soon move to Gouda, as his new house is almost ready. He is looking forward to getting to work for the Wageningen Court of Auditors.

Ingrid Spoor (secretary)

I have been the secretary of the Wageningen Court of Auditors since 1 January 2021. In addition, I work as a secretary and researcher for the Vallei en Veluwerand Court of Auditors committee. This Court of Auditors committee works for nine municipalities, including Barneveld, Bunschoten, Bunnik, Leusden, Nijkerk, Renswoude, Scherpenzeel, Woudenberg and Zeewolde. I was previously a member of the Court of Auditors committee for the Municipality of Veenendaal and I worked as a financial advisor at Wageningen University & Research (previously DLO).

I have been living in Bennekom for almost 30 years, on the border of Wageningen, and I feel like I belong to the municipality of Wageningen, partly due to my studies at Wageningen University in the ‘80s. Through my work for the Court of Auditors, I would like to contribute to improving the implementation of municipal policy in Wageningen. I intend to do so through a constructive approach, in consultation with the council, executive and officials.
